why do you say it does not work ?
powertop is not a setting tool
powertop displays only states about power saving and makes recommandations
"bad" means you must configure your system according to have "good" state
with 2.1 to test the "good" state you can click on "bad" then the device is set to power saving state. it is not memorized.
i advise you to install "laptop-mode"
with this tool it is easier to set device in saving mode (by default most of them are set in "good" state by laptop-mode)
for device not managed by laptop-mode you must launch powertop in "html" mode then display the html result and see the command to set device in saving mode then put the command in rc.local file
note : if your mouse is an usb one becareful this may unactivate it then to activate it just press the wheel or the right button
in laptop-mode you can blacklist some device
note : laptop-mode override cpufreq settings
